Its a network of valves and pipes suspended in space set against a backdrop of stars.
The appropriate switches must be activated to progress through the level. Some good speeds can be gained whilst going over the rocket boosted starting blocks and via the loops and tunnels.

Sonic faces off with his evil counterpart in a deadly race whilst Robotnik persues with his Death Ray. If successful you are happily reunited with Amy and enter into the final zone of the game.
